All major domestic appliance products sold in the UK & Europe, including heat pumps, must come with an energy label which includes, among other information, the kW output and decibel level(s) according to specific ISO standards (BS EN 12102:2019 or equivalent) and taken in an identical manner across a category of product. 

While aware that a heat pump can produce different levels of noise depending on a number of factors, it is the dB level as declared on the energy label which we take into consideration when making the Quiet Mark assessment, as well as the Kw output reflecting the testing parameters of the ISO standard.
